Home Improvement Programme (HIP) Comes to Tampines Changkat: What Residents Need to Know

Exciting news for Tampines Changkat residents! This year, Blocks 301 to 323 are selected for the Housing & Development Board (HDB) Home Improvement Programme (HIP). This upgrade is a major boost for our estate, bringing essential repairs and optional enhancements that will refresh and future-proof our homes.

Latest Update! (Sep-2025)

HIP is happening! All blocks have received more than 75% support~ Now all you have to do is to choose the upgrades you wish to have for your home, and drop by the office to submit your options.

Important Dates for Tampines Changkat Residents

  • Polling Exercise: 19–22 September
    Every Singapore Citizen household in these blocks can vote. A minimum of 75% support is required for HIP works to proceed.
  • E-Opting Period (Select Optional Upgrades): 19 September – 30 October
    Residents can choose from optional and EASE items during this window.

The HIP Process (With Photos)

To help residents better understand the Home Improvement Programme, HDB provides a clear step-by-step journey:

Step 1: Visit the HIP Exhibition & Mock-Up Showroom

View life-sized models of the optional packages and fittings to visualise how your upgraded flat will look.

Step 2: Polling

Cast your vote during the official polling dates. Remember to bring your IC along!

Step 3: Choose Your Options at the Office

Once polling succeeds, head to the designated office (or use e-Opting) to confirm which optional upgrades and EASE fittings you’d like for your flat.

Essential Improvements

These are compulsory works carried out by HDB:

  • Repair of spalling concrete and structural cracks inside flats (if any)
  • Replacement of waste/soil pipes with leaks or cracks
  • Replacement of existing pipe sockets with a new clothes drying rack

Optional Improvements

Residents may also opt for affordable upgrades to improve comfort and convenience:

Senior-Friendly Additions: EASE Programme

For elderly residents, the Enhancement for Active Seniors (EASE) programme offers practical fittings:

  • Grab bars
  • Wall-mounted foldable shower seat
  • Widening of entrance
  • Bidet spray
  • Rocker switch
  • Home fire alarm device
  • Ramps at flat entrances (where feasible)

These can be selected during the e-opting period alongside other optional upgrades.

Timeline of Works

  1. 19–22 September: Polling exercise
  2. 19 September – 30 October: Residents select optional/EASE items
  3. Late 2025 onwards: HDB finalises contractor and schedules works block by block
  4. Per Flat: Works typically completed within 10 working days
  5. Whole Precinct (Blocks 301–323): Upgrade process spans 1.5 to 2 years
